FMR has constituted a Board of Discipline. This fits in with the other developments taking place now on an almost daily base in France, as the Union of Regular French Lodges moves ahead, having now published it Statutes. We will be translating these for you as soon as possible.
The following declaration of disciplinary measures against Mr Stifani and his officers has been published today. Translated by Arturusrex
CONSEIL DE DISCIPLINE NATIONAL du 6 OCTOBRE 2011
NATIONAL DISCIPLINARY COUNCIL OCTOBER 6th 2011.
WE HAVE DECIDED THAT ABUSE OF POWER BY FRANÇOIS STIFANI WILL NO LONGER BE TOLERATED BY US.
Since May 2010, national disciplinary boards, both illegal and contrary to our Statutes, in that they were never ratified by any General Assembly, have been held one after another.
Our legal experts are all agreed on this.
It behoves the judicial Administrator of the GLNF to enforce respect of our Statutes and to put an end to abuse of the law by Stifani, which it is her sole prerogative to do. We now await her intervention.
The same must apply to those nominations made in the sole aim of maintaining an elective majority on the SGC now and at the next General Assembly.
Such decisions are long overdue and leave him full scope for all sorts of further irregularities and overstepping of his powers.
We have decided that we will palliate these failings for as long as may be necessary.
In accord with our lawyer and judicial brethren, at my request, an informal board of legal experts has been constituted.
We invite all lawyer or legal brethren to join it. (*)
(*) It is necessary that brethren should be able to obtain support in all the Provinces thanks to the local group of legal experts from our midst liaising with the national Board coordinating our action.
They will act by taking all necessary initiatives to bring an end to the irregularities. We, subsequently, will intervene or have our legal specialists intervene, in all cases of abuse of powers, from whatsoever source.
Provincial Grand Masters, Grand or Provincial Grand Officers are warned that as of this moment nothing will be tolerated of them in as much as they accept to act in submission to directives from the illegitimate authority, endangering the future of the GLNF that it is our intention to safeguard.
Henceforth, as a mark of our determination, I invite brethren who have been suspended or struck off for being in opposition to Stifani to return to their lodges, after first advising the reigning Master of their intention so to do.
I also call on reigning Masters of the lodges to welcome them back, so asserting their legitimate authority, and to pronounce and state that such suspension :
* has no civil effect; it gives a right to vote in General Assembly, as suspended brethren remain members of the Association;
* no Masonic effect, considering the abuses of Law entailed in attempts at justification thereof.
The above also applies to brethren struck off, as the decision to strike them off was made by a disciplinary board that did not obtain ratification for such at a General Assembly. (Article 17.3, page 29 of the Statutes and Bye-laws of the GLNF).
Obviously, I myself will be going back to the Lodges and sit with brethren of which I have been deprived since December 2009.
